A deranged killer has been targeting corrupt New York City cops , attacking them and slashing their throats while disguised as a fellow officer. A crooked cop, leading a double life as a drug dealer, fears that he and his partner will be targeted by the killer. He is shocked to find a strange, disturbed young man at the doorstep of his secret apartment, the one that has been the base of his corrupt drug activities. Confirming his suspicions about the young man the cop holds him prisoner, and begins to torture him. The tables are turned on him by the stranger, and things don't go as he planned.
