A man named Dalchimsky is being looked for by the KGB, for he has taken something of value from them and escapes across the border. Back in the U.S., some regular people ruin important American military installation after receiving a call. General Strelsky and Colonel Malchenko from the U.S.S.R. send Grigori Borzov, a KGB agent who is familiar with US assignments. He is told of an operation called TELEFON that would bring in young agents to brainwash them into thinking they were Americans.
