Rule breaking San Francisco Police Inspector 'Dirty' Harry Callahan is back with a new partner, Early Smith, who has been provisionally assigned from Homicide to Stakeout. Problems arise when a few criminals who are getting away with their crimes by the courts are getting murdered. The case catches Callahan’s attention and he starts to search for answers even though Lieutenant Briggs does not want him investigating.
