The film is set in ancient Rome, where the people have finally overthrown their devious king, Tarquinius, and the city becomes a republic. Tarquinius goes to the Etruscan king, Porsenna, to help him get Rome back, but a Roman general, the courageous Mucius, has plans to stop him.
