Danny Kaye plays an illiterate stooge in a traveling medicine show who arrives in a mysterious eastern European town. The town’s crooked officials charge him with vagrancy, thinking he is the inspector general in disguise. They are determined to kill him, for they don’t want him to realize they are stealing tax money.
