Kip and Button are a young boy and girl living with their families in an apartment building during World War II. When Kip finds a puppy he smuggles him into the building, where pets are not allowed. Kip and Button, naming the dog Lucky, join forces to hide the puppy and care for it, and when a neighbor leaves on an extended trip they hide the puppy in her vacant apartment.
In the meantime Jim Allen, a young man who has returned from the fighting, has become acquainted with the families in the apartment building and has become an officer in the K-9 Corps.
When burglars break into the vacationing woman’s apartment they are set-upon by Lucky who chases them away, but the ruckus means that Lucky has been discovered. Now a grown dog, Lucky is taken by Jim to be trained for the K-9 Corps and eventually they are shipped out to where the war action is, where Lucky becomes a hero.
