Joan Woodbury plays Daily Flash reporter, Brenda Starr. She and her photographer,Chuck Allen played by Syd Saylor are sent to cover a fire in an old house. When they arrive, they find an injured gangster named Joe Heller who is believed to have robbed a quarter-million dollar payroll. He informs Brenda that someone took his pack of stolen money and he provides her with a coded message as he dies.
Kruger is the gangster who shot Heller and runs off only to discover the bag is filled with paper, not money. The gang is aware Heller provided Heller with the coded message and threatens to kill her if she doesn’t tell them where the money is hidden. She manages to stay clear from the gang for thirteen weeks until an office boy decodes the message.
