The monopoly of water magnate Jebb Hardin (Victor Jory) is threatened when Hoppy (William Boyd) and his sidekicks California (Andy Clyde) and Johnny (Jay Kirby) discover water while drilling for an oil well. Hoppy and the gang have to fend off his attempts to run them off of their claim.
