Spencerville and East Spencerville are two small towns run by a committee of vigilantes in Arizona that are separated by a dry gulch and on ongoing feud.  Lew Harmon, the leader of the criminals, has his men wear masks as they harass the local ranchers to force them to sell out.  The vigilantes then charge exorbitant right-of-way tolls to the local railroad. Deputy U.S. Marshal Larry Durant pretends to be a gunsmith in order to unmask the bad guys, but Harmon kicks him out of town.  Durant follows Harmon's men to East Spencerville where he stops one of their plans from happening.  When John Spencer, the banker, realizes what Harmon is up to he is killed by Harmon before he can stop the criminals' plans.
