In his first starring role, Roy Rogers is a new elected Congressman from a Western state dealing with a severe drought.  Rogers’ main reason for his campaign was to push through guaranteed water rights for all the ranchers in his district.  Needing support for his bill to pass, Rogers arranges for a key Congressman to tour his district to see firsthand the severity of the drought and the conditions the ranchers are enduring.
