The film takes place in 1932 in New York City as well as in Long Island, New York. The main character, reporter Lee Taylor is investigating a number of cannibalistic murders that have taken place throughout New York City .
Each murder scenario is the same and ironically, the scalpel used to cannibalize each victim comes from a medical academy run by a Doctor Xavier.
Dr. Xavier is asked to be involved and offer his medical opinion on these murders, although the real reasoning for getting him involved is to find out who in his institution has access to this exact scalpel being used in the killings.
We soon find out there are four men being investigated in these cases and after a series of events the actual killer is finally caught, a man by the name of Wells who is an amputee who has made his whole life a career of studying cannibalism.
