July Days is a Pathé release from 1922.  The short silent film was directed by Robert F. McGowan and is one of the Our Gang / Little Rascals series.

While Mickey and Jack are competing to get Mary’s attention the rest of the gang is up to their usual hijinks as they enjoy their summer vacation.

When Mr. Anderson receives a contract to produce a scooter propelled by a sail, his own invention, the kids get their hands on a few and have a merry old time sailing down the street.
